What’s in this article?

A personal data breach is not merely a technical incident for the information security team to resolve. Unauthorised access to or acquisition of customer data can directly affect a brand’s credibility and its relationships with customers.

However, there is no fixed percentage or average customer loss rate applicable to every company. The nature of the breach, the data affected, the customer base, communication and the quality of the incident response change the outcome.

Why Does a Data Breach Become a Reputational Risk?

For users, a question often matters more than the technical details: “Did the company protect my data and give me accurate information after the incident?”

The reputational impact may be apparent particularly in:

  • customer trust,
  • branded searches,
  • social media conversations,
  • customer service requests,
  • news visibility,
  • review and complaint behaviour.

First Step: Verify the Incident

Crisis communication should not be conducted separately from the technical investigation.

Initially, clarify:

  • when the incident became known,
  • which systems were affected,
  • which data categories were involved,
  • whether unauthorised access is continuing,
  • whether the incident has been contained

These points must be clarified.

The 72-Hour Rule

Under KVKK, the Turkish Personal Data Protection Board’s Decision 2019/10 of 24 January 2019 interprets “as soon as possible” in the law as without delay and no later than 72 hours after the controller becomes aware of the breach.

This period does not mean the communications team must wait 72 hours to make a public statement or issue one at precisely the 72nd hour. Legal notification and crisis communication are related but distinct processes.

Communicating with Data Subjects

Once the affected people have been identified, provide accurate, understandable and actionable information.

Communication should clearly state:

  • what happened,
  • which data may have been affected,
  • the measures taken by the company,
  • the precautions users can take,
  • the contact channel

These details should be stated clearly.

Avoid Speculation

An attacker’s identity, the volume of data or the cause of the incident should not be presented as established facts before they have been technically verified.

An incorrect initial statement can become a second crisis of trust after the data breach itself.

How Is Brand Reputation Measured?

Use the company’s own baseline data rather than fixed, unverified “reputation loss percentages”.

  • mention velocity,
  • weighted sentiment,
  • changes in branded searches,
  • customer review trends,
  • support ticket volume,
  • response SLA,
  • post-crisis recovery time.

Search Reputation

News of a data breach may continue appearing in searches for the brand even after the crisis has ended.

After the crisis, it is therefore important for the company to keep:

  • its current official statement,
  • security updates,
  • frequently asked questions

These should remain accessible on its own verified digital channels.

Post-Incident Review

Do not close the incident solely because the technical fix is complete.

Questions to examine:

  • When was the first alert raised?
  • When did the incident become known?
  • Did escalation work correctly?
  • Did legal, IT and communications teams work from the same facts?
  • How long did it take to answer customer questions?
  • Which technical and administrative controls were changed?

Post-Breach Reputation Checklist

  • Has the time of awareness been recorded?
  • Has the scope of the breach been verified?
  • Is the 72-hour KVKK process being managed?
  • Has communication with data subjects been planned?
  • Is there a single verified message centre?
  • Are social listening and branded searches monitored?
  • Are misinformation and fake posts being tracked?
  • Has a post-incident review been completed?

Conclusion

Measure the reputational impact of a data breach using the company’s actual customer, search, support and social listening data, rather than unsupported general percentages. Protecting trust depends above all on incident management that is fast, fact-checked and consistent.
