Is VERBİS Registration the Same as KVKK Compliance?
VERBİS registration and KVKK compliance are not the same thing. VERBİS concerns only registration and notification to the Registry, one part of the obligations under the Law.
What’s in this article?
VERBİS registration and KVKK compliance are not the same thing. VERBİS concerns only registration and notification to the Registry, one part of the obligations under the Law.
Even a complete VERBİS notification does not mean full KVKK compliance if the company collects data unlawfully, fails to inform individuals adequately, retains unnecessary data or lacks sufficient security measures.
What does VERBİS provide?
VERBİS provides a high-level Registry notification describing which data categories the controller processes for which groups of individuals and purposes, to whom the data may be transferred and how long it may be retained.
This notification should be based on accurate analysis of actual systems, applications and processes within the company.
KVKK Compliance Is a Wider Framework
- Identify the lawful conditions for processing
- Duty to inform individuals
- Manage explicit consent where required
- Data minimisation
- Data security
- Retention and destruction
- Data-subject requests
- Domestic and international transfers
- Supplier and data-processor checks
- Violation and incident management
Consistency between the inventory and the Registry
Activities in the internal personal data processing inventory must not contradict the data-subject groups, data categories, purposes, recipients, international transfers and retention periods reported in VERBİS.
An integration or SaaS product operating in actual systems but absent from the inventory also creates a risk.
privacy notice
Listing a processing purpose in VERBİS does not replace the information owed to individuals. For groups such as employees, customers, visitors and job applicants, the privacy information provided at the relevant contact point needs a separate assessment.
Data Security
Reporting “access control” or another security measure to the Registry does not, by itself, show that it is actually implemented. Permissions, logs, passwords, MFA, backups, network security and incident management must be implemented in the technical environment.
International data transfers
Separately review international data flows that may arise from cloud, analytics, email, CRM or AI services in use.
VERBİS registration does not replace the legal mechanism required for international data transfers.
A practical compliance model
The right sequence is to identify actual data flows, establish the lawful conditions for processing, create the inventory, set up privacy information and transfer processes, verify technical and organisational measures, and then keep VERBİS registration aligned with this structure.
Manage VERBİS as an ongoing control, not a static registration
VERBİS and the personal data inventory can quickly become outdated when disconnected from actual company operations. A new employee application, CRM, payment infrastructure, web form, marketing tool, SaaS service, cloud provider or AI application can introduce new data categories, recipient groups or international transfers. Procurement, software development, integration and supplier onboarding processes therefore need checks on their personal data implications.
In a sound control model, each processing activity is linked to a business process owner, a system owner and a legal assessment. Recording the source and destination systems, data-subject group, data category, purpose, legal basis, recipient, transfer country or arrangement, retention period and security measures together allows VERBİS notifications to reflect actual operations. The registry entry then becomes more than a document opened only for audits.
Periodic reviews should cover discontinued processes as well as new ones. Unused applications, old user accounts, archives, logs, backups and terminated supplier connections can create data-retention and access risks. Cross-checking the inventory against technical systems in both directions helps prevent both incomplete notifications and obsolete processing activities remaining unnecessarily in the Registry.

Frequently Asked Questions
Does VERBİS registration mean I comply with the KVKK?
No. Registry registration is only one of the KVKK obligations.
Will the VERBIS record replace the privacy notice?
No. The duty to inform individuals must be fulfilled separately.
Does the VERBIS record prove data security measures?
No. The reported technical and organisational measures must actually be implemented.
When should VERBIS be discussed in the KVKK compliance project?
Once the actual processing inventory and data flows have been identified, align the Registry notification with them.
